The ANC Consolidated Report on Organisational Renewal has three parts. Part A deals with strengthening organisational capacity and structures. Section 28 gives details of the process of electing ANC leaders and managing succession, including the establishment of a permanent Election Commission within the ANC and its tasks, the voting process, the declaration of interests for those contesting leadership positions, and the formula to cap the percentage of national leadership members deployed in government.
